Position Summary
​
The Payroll Manager manages all payroll functions, calculates earnings/deductions for weekly payroll, and issues pay and pay-related information to our staff. Our Payroll Manager serves as the primary point of contact for all payroll-related issues, including payroll policies, procedures, taxes, timekeeping, and processing. Maintains payroll information and directs payroll data collection, calculation, and entering. Manages and administers all government reporting and compliance requirements for payroll taxes, withholding, and employer contributions and keeps abreast of changing regulations. Meets all reporting requirements for garnishments, income withholding orders, and tax levies.
Essential Functions

Administers and runs weekly payrolls in accordance with operating procedures and deadlines, ensuring that all payrolls are processed efficiently, effectively, and accurately and are paid on time, working to strict deadlines.

Manages and oversees the payroll function, including quarterly and annual tax returns, W-2s, amendments, prior years’ discrepancies, and audits.

Maintains payroll information and analyzes, prepares, and inputs payroll data. Processes payroll for hourly and salaried employees.

Supervises corporate payroll function, oversees payroll system maintenance and determines resolution for routine payroll-related issues, and recommends options/solutions for unusual situations to senior leadership.

Leads and manages key activities, including timekeeping, PTO/leave policy, termination processing, pay group assignment, Form W-4 processing, Form W-2 processing, one-time payments, garnishments, election verification, and other routine payroll processing activities.

Oversees union payroll processing, including rate changes, fringes, and payment of union contributions.

Works hand in hand with Accounting and Finance to ensure proper reporting of payroll data for financial purposes.

Collaborates with operational leadership to ensure proper and timely payroll is maintained for all employees across the business.

Serves as primary contact for all payroll-related questions and issues.

Manages the off-cycle pay process and any required retro pay processes.

Education & Experience
​
-
Bachelor’s Degree in Accounting, or a related business program preferred
-
Minimum 5 years of high-volume payroll processing experience
-
Minimum 3 years of supervisory experience
-
Direct experience with Workday Payroll required
-
Experience processing union payroll, including calculation and payment of all union fringes and contributions required

Experience supporting employees in Industrial, Construction, or Manufacturing environments

Knowledge, Skills, and Abilities

Extensive knowledge of federal, state, and local labor regulations relating to payroll processing

Thorough knowledge of complex payroll processing regulations, including FLSA blended overtime average (regular rate of pay), union pay, state sick time laws, California pay laws, & Canadian Payroll
-
Extensive knowledge of prevailing wage, union pension reporting, garnishments, the Davis Bacon Act, and other applicable laws
-
High ethical standards, ability to maintain a high level of confidentiality

Strong analytical skills, ability to collect, research & and resolve payroll information

Highly driven and proactive; takes initiative to seek opportunities for improvement in the organization

Working Conditions/Physical Demands
